Why staad pro gives more steel on top floor as compare to bottom

Negative bending moment generated near the support so the top layer of the beam act as a tension zone and bottom layer will act as a compression zone. While in the positive bending moment generated at the mid of the beam so the top layer of the beam will act as a compression zone and bottom layer will act as a tension zone. The reinforcement always required more in tension zone.
