Those cognitive tests he is talking about are a sham. They are designed to detect paralysis, hemiplegia, hemineglect. These doctors would never actually administer a dementia test or an IQ test. They just give him the wrong tests so he can "ace them". They basically consist in "drawing a clock at a specific time", super basic stuff. Again they are meant to detect emergent drastic events like cerebral infarction. They are not meant for defending a president's competency.

We literally have an amendment for this and people don’t want to use it.

The 25th amendment can only be invoked by the people in his administration who can clearly see their leader struggling with dementia or other mental and physical issues or have knowledge that he's been involved in criminal activity.
