I've still not seen 4o available as a free user thus far. Is it being rolled out incrimentally?

Yes, I just got acess to gpt 4o in one of my free ChatGPT account in Germany two days ago.
So, it looks like they roll it out incrementally. OpenAI didn't mention a specific timeline, they just said over the next weeks every free user will get access.

Do you actually get 80 messages? Another youtuber showed how they were always cut off after 25 messages.

I've already sent 40 messages to ChatGPT in the last hour and I still haven't hit my usage limit.
