It may be easier to move the rear axle forward. You're already switching it to single wheel axle. You also won't have to cut the frame or cut the cab mounts.

I bet some offset leaf spring perches would get that axle where it needs to be so you wouldn’t have to mess with cutting and shortening the frame

Go to home depot and get some kleen strip concrete metal prep. It's made off phosphoric acid and is a very good rust treatment
