- In the game Hearts of Iron 4 there is a prompt players will often see. This video explains what to do if you get that prompt.
The provisional government of France
After a long and concerted effort to improve cooperation and compliance between our occupation forces and local civilian authorities, we are now ready to put control of blank back into the hands of a local government. This new government is made up of sympathetic civilians and is ready to closely coordinate with us.

Collaboration governments are actually incredibly powerful.
You get access to 75% of their military factories AND civilian factories.
Even integrated governments only give 25% civilian factories and 75% military factories to their overlord
Do you get 100%+ puppet millitary factories out of collabs with Tsar Ferdinand?
@@42carlos i believe so.
AFAIK you can't get over 100% though 😁
+ you can make division from his manpower
@@noxiss8975 ew dog toucher
Get out
you can also use their manpower =)
That's a great point! If you continue to occupy them you get the non-core manpower which usually isn't super good... however if you release them, you may get that sweet sweet garrison support.
@@Pydgin you can also train divisions using their manpower pool, drain the country of manpower in this way, then annex them again
yep
But how to use the puppeted manpower?
This is especially useful as India during/after civil war, as Pakistan can typically be collabed before they rise up. This can give you millions of manpower to create colonial templates and having hundreds of large divisions.
Really needs a repeatable "what is meta in Hearts of Iron 4?" intro.
I'm trying what they call a "cold one" in the biz.
In the case of Vichy France, it's also always good to form them as you have a strong force in Africa, and it really helps when you suck at the game (my case, I understand why others might not do it)
As Germany being able to release France as a puppet is super cheesy but man is it effective. I'm surprised it hasn't been patched yet.
@@Pydgin Exactly! In real life, the Vichy forces barely did a thing in Africa (territory wise; I'm pretty sure their forces fought for the germans and italians there).
I like having that AI controlled army in Western Europe. Allows me to focus in the East.
even if you click they are not ready yet you still have a decision in the decisions tab to release them as a collaboration government
I’m mad when you form collab government and they take your cores with them (collab Czechs take Sudetenland, collab France takes Alsace Lorraine)
i did a german empire run and i released france after i did the reintegrate alsace lorraine and luxemburg and the puppet took alsace lorraine like it wasnt my core *puppet and collab
@@an2939 ye don’t u realise that is normal and it removes ur cores
Tomorrow there will be a follow up video on the "Prepare Collaboration Government" mission. On the 27th the new DLC By Blood Alone releases which changes Air and Navy. After it's out we're going to resume those topics. I'm also hoping to get a few more video out before than as well.
Quick, straight to the point, all we needed to know. I found the perfect video
Still wish you could choose states you want to keep if releasing a nation. Like Germany's not going to give alsace lorraine back to France!
Oh that would be great!
It's also very useful to keep a free trade in a mid or late game because you can easily sell all your resourses and buy resources from your collabs.
I remember when I was Italy, I was collab governmenting in the eagen island of greece. So when I attack greece while at the war with allies I give all of it to my Island goverment and without agents I get a full greek puppet in my color. Which is so tasteful.
It is so useful. When it helps you your occupation. You get more factories without a proper effort of agents and garrison. The samething is like reichkommisarriats. Through a focus you can get a puppet of your color just like collab government
Yeah it's just like the reichkommisarts exactly!
Plus in some cases like France in this video, if you have land that you core but your colab government also cores, it gives your core to the colab government which is really annoying
Posting random facts because I don't have LaR, round 3:
Uhh... I've forgotten, because it's been so long since the last LaR video and I didn't write any of my ideas down.
So, thinking up one on the fly: While both the Luftwaffe and RAF had active jet fighters squadrons in time for the Battle of the Bulge, RAF and Luftwaffe jet fighters do not appear to have ever actually fought each other.
Ahh sorry bud, I've been busy IRL. Is LaR the only DLC you're missing?
I only have them up to MtG, so I'm missing a fair few of them. Maybe I'll pick up the ones I'm missing when my interest inevitably cycles back to HOI4 from its current location at Vicky2.
Subscribed. Your video's are really concise and I appreciate how to the point they are. Can learn the meta without having to watch a ton of drawn out 10 minute videos/guides.
Doesn’t it also grant you access to another capital which delivers supplies to your troops and therefore strengthens your logistics
I got a Paradox ad right before watching this video about the Pre-Order Bella Ciao song.
lol, I guess the algorithm found the target audience.
Pretty cool trick but still it just makes your pc run just like in modernday in late game
now i know what is meta, time to get the dlc with provisional governments
And this is why i play Hoi4 like EU4, vassal swarm.
As Japan, its always best to just let the Marianas out. More civies and you don't call them into the war so they don't get island hopped.
Thank you!
Yeah I remember through the focus I got like 3 extra civs for free lol
In defense of Vichy France vs Collab. Please release vichy first and wait for 2 years for them to complete their focus.. then you can release collab. (wait for 100/90 so it wont decay) To get the insane buffs vichy gives to germany.
Nice
Collab government is really powerful tho...
Not only do you get the factory, but you also get to tap into the manpower using puppet templates (which you will be able to produce a lot of divisions). Unless you can core the territory, the collab is always better for me personally. 20 times more manpower for your division is just way better unless you are playing Russia or China.
also, collabs slow the game down massively, so it's not really worth it. I imagine doing it with countries with chunks of manpower, as you can extract it easily using a few tricks.
More countries, more calculations... sometimes the game is a race against the late game lag.
I like the fact that they have the same color. But when i try to create cool borders it always messes shit up. When i integrate alssace lorraine they give the territories back no matter what. Same with poland poznan gdynia and danzig😭 i cant create cool borders
yea, it would be nice if you could "release" but do it state by state.
i always make all collabs possible when playing italy or japan
Very good to know what benefits you when.
The video seems to cut off a bit early for me might just be a Problem at my end though.
I did cut it a bit abruptly to help with the view duration.
@@Pydgin ah okay good to know it was intentional.
Watchtime in percent is a very Important stat for the algorithm from what I know so I definitely get it.
I always do it just to prevent border gore
It's hard for me to deal with resistance so I just release countries
I once made Japanese China in Taiwan and regular china had just lost a government battle against another warlord so I had shek as my puppet in Japanese China super based imo
Also the puppets look prettier.
Collaboration governments are really powerful, it's especially worth it on countries with a high civ count, but for more barren countries, it's not worth the time investment lost civs due to the operation
I learned stuff
I also learned stuff :D
I don't like having puppets, mainly because I want more land, I often just solo france as Germany, I annex all of Slovakia as well, and solo soviets, I just prefer it
Don´t forget.
If you have puppets with a special focus tree (start a war) you will have problems.
That´s why I never have yugoslavia as puppet because they will always start a war, even as puppet.
I just wish I wouldn't loose my cores when doing a colab
Same, more granular control when releasing/returning territory would be cool too.
Yeah they should change that. There are mods for it but you can't get trophies
so that's how you get the puppet to have your color
yup, there are a couple decisions some countries have that do it as well.
but alscase lorraine is my core, it gives it to france, same with sudetes and checozlovakia, and danzig with poland.
even sometimes, you want claimed states like posen to still be yours so collab are meta, but is fucked that they keep your cores too
yea, that's a slight problem...
@@Pydgin is it so hard to just... not give the collab the state if they have a core/claim from owner? aint to hard is it?
The most used tactic when playing a minor nation is get full collaboration government on the Soviet union, get some land enough ti create the puppet and let Germany do all the work
I like puppeting most countries I conquer if they don't have that important of provinces since I have a problem using all the shit I make so I give the ai the extra stuff.
For france specifically its totally worth. They immediately annex vichy and all their lands before free france can
yoooink
best is neither, install core with compliance mod and just make it part of your own country
But that's one of the options! :D
Collaboration government make game slower btw
2nd
You were first bud!
@@Pydgin In terms of comments yes, in terms of views I was second
@@AjarTadpole7202 No way! That's amazing because I watch the video over before hitting release. I still think you were first.
collaboration governments can actually make borders not look stupid while also highlighting your influence in the world by being a similar colour. "german reich" plastered over asia looks horrible but a few grey puppet states and it gives off a much cooler effect.
