Have a look from 11:00 mins on. At 13:52 the PCSO even says 'we're are willing to take this complaint' and at 14:06 AB gives the PCSO his email address.

Have a look from 11:00 mins on. At 13:52 the PCSO even says 'we're are willing to take this complaint' and at 14:06 AB gives the PCSO his email address.

There should be an agreement between the Police and the tow-truck company that employs this individual. Also, I would say there's a pretty strong case to argue that regardless who was driving, the Police van is representing the Police not the idiot who was driving it therefore the issue is legally with the police.
