It should be neat and presentable that a Filipino is proud to present it to anyone in the Philippines or in any country. I had a humiliating experience when I presented the birth certificates of my kids that were done in ordinary brown mimeograph paper or ordinary bond paper. These certificates should be financed by the national government for national uniformity.
