Not liking an artist doesn't mean that you can't have a similar style. There are lots of jump cuts and eerie Godard moments in Laurence Anyways and Les Amours Imaginaires, whether he's a fan of Godard or not doesn't matter.
I agree with Godard and Almodovar, but you're wrong about Lynch. Moreover, that scene with the clothes falling over, it reminds me of that last scene of Antonioni's Zabriskie Point. Lynch tries not to make sense, Dolan does make sense (sometimes a lot for his own sake)...
