The perp has no shoe and appears to mention being the one stabbed in the foot (mentioned in the notes above). Under what conditions is it necessary to use this type of force when dealing with a person who is already subdued and no longer a threat?

I could not see for sure but did the marked Charger have a Valor light-bar on it? If so that is sweet, if not the car and paint job on it is even sweeter. Great video!
To me US "unmarked" are very obvious, its going to either be a Dodge Charger, Crown Victoria, Chevy Tahoe or Chevy Caprice, dependant on the state it might have a bulbar and the steel rims, in black, silver, or dark red.

First of all though - this is Vancouver, Canada! But the similarities in fleet are strong.

Plus the obvious spotlights, rambars etc.
+HMSDaring1 Lots of departments using mini-vans and contractor type vehicles for police work around the city. NYPD even uses taxi's. But US has a lot of restrictions on what unmarked units can do, and lawyers have made things very easy for bad people to keep doing bad things.

They really need to push the tomar 940's into the new Chargers. I do like the new siren's but the tomar 940's would just add more to the style to these responses. The rapid yelp is just too sweet to pass up.
Yep. Most of the sirens there are Code 3. The old fleet used the Whelen Cencom Gold. Before that they used the Federal Signal PA-300. I love sirens :-D
interesting how the civilians are out for a walk three officers heavily armed walks by the civilian does not take a second look or stops...he keeps going like this is an everyday event...... great looking patrol units and uc's

what engines do the VPD use in their chargers? in America we use 5.7 HEMI V8 but it sounded like they used the 3.5 in theirs
