I agree it's illegal to toss the ball up and you have to contact the ball below your waist duh
It is not illegal. What you're referring to was a rule enacted by the PPA in their tournaments. The ball is being struck well below the navel.

No, it’s not.
only in the PPA. USAPA rulebook says you can't toss the ball up on a drop serve, it's fine for a volley serve. Still can't spin the ball though
