It's very disturbing to watch this devastating situation and it definitely needs transe border efforts. But what China is doing here is identical to what India did with rivers naturally flowing into pakistan. Humans have to exercise caution playing with nature. No one seems to learn the lessons and unfortunately the common population suffers from the unwisely executed ambitious projects coupled with poor management systems.
