There are no restrictions for your own vehicle to reach the location. There is no rule issued either by the govt authority or by the property owner to reach the location only by the jeep. As this is a off road people having an off road vehicle they can easily reach jeep is just an optional, jeep people just gimik the tourists to loot the money of 800rs for a jeep comprises 5 people its about 1.5 km easily reach by walk. Two wheeler vehicles can easily go through this road and have a safe journey don't get looted by the cheap gimik people
Allowing public vehicles to Jhari falls won't be feasible as there is not much parking space. Which means that vehicles need to be in circulation instead of being parked near the falls.
Most people who visit these places do not go in a properly off road capable vehicle nor do they have the driving experience to go through the challenging terrain. They'll take the vehicle they have which might be a hatchback, sedan or a SUV.
I've seen that many people don't drive well even ON ROAD along the curvy mountain roads of Chikmagalur. I've seen SUV drivers who drive their vehicles so timidly that despite having over 200mm ground clearance, hesitate to put the wheel into a ditch to make way for oncoming vehicles. This issue is amplified when driving off road as it is even more challenging to make way for oncoming traffic.
Also, for Jhari falls, there is no entry fee or even time limit to be at the location. You have to pay 800Rs per jeep and each jeep can easily take around 7 people. So per person cost will be anywhere between 100 to 200 Rs which is a reasonable price.
People could go by walk but, most travelers don't just come to visit only the Jhari falls for the whole day. They'll have other locations to go as well so, walking till the falls would be incredibly exhausting as each group will have people of different ages and fitness levels. So, the price of jeep drive is to save time and energy
