Maybe if you are able to earn enough from part-time jobs during the first year, then you can pay that for your second year... Mostly none pays by cash here... Everything is digital... If you are working in a 40 hours work contract (full-time) then you cannot work part time... It will be mentioned in the contract...

You cannot apply student visa yourself. Your university will apply for you once you are admitted into a course. Without IETLS now, it is not possible.
