      Tl:dr Why start from scratch when you can buy a company that's already can.
      Nvidia bought a key turn ecosystem, teams with a stellar track record, and industry defining intellectual property. They're actually already using RISC-V microcontrollers in their current generation GPU's and still decided to buy ARM. I should also be noted that along their purchase of ARM they also bought the high speed networking interconnect company Mellanox. Given Jensen's expositions on processors, gpus, Ai experience, high performance compute experience, and high speed networking interconnects he's not being shy about his intent.
      It seems Intel attempted to do the same when they offered to buy the private company SiFive at four times it's estimated value for $2 billion. They instead had to license SiFives IP portfolio.
