He was 4 when he first met Bulma, It took a year for the saiyans to arrive on earth and it took them ages to get to namek.
Well, Piccolo was technically still evil when he kidnapped Gohan and trained him to fight the saiyans (and with world domination as the next step once those aliens interlopers where taken care off). It's not unreasonable to hold Goku to higher standards.
Still kinda funny that Saiyans and Frieza are okay but Cell is just a step too far.

I just thought of this:
Dende developed a crush on Gohan by the end of the Namek/Freeza saga. Later, Dende is talked into creating a new set of Dragon Balls for Earth, and taking over the role of Kami (i.e. Earth's God) in the process. Gohan will later marry Videl. In other words: "God's" romantic rival will be the daughter of Satan.
Also, if you rearrange the letters of "Videl", you get "Devil".

If Goku never gave Cell the Senzu bean then he would have saw that he might have been in danger fighting Gohan and Cell wouldn't have hesitated in killing him. Also this way Cell could push Gohan into becoming a Super Saiyan 2 as this would have been the only trigger for Gohan to transform.
