You're basically just falling onto a part of the map, without the skybox loaded and many assets de-loaded to improve load times, and because the ps2 had 4mb of video ram. Yes, four Megabytes.
Fun Fact: the whole game design is stored around the map. You can break some code lines if you fly outside in GTA SA. The most common error is "more gang areas in GTA SA".. It's the most known of this kind of glitch because a mission wants to fly outside the map "where you fly to Liberty Ciry".
Omg i once accidentally found this place as a kid because a cheat i activated automatically equipped the parachute and i was frantically jumping towards the door. I thought the game bugging out as it was supposed to drop me back on the map so i restarted lol.

No idea, they probably placed it there for testing purposes but forgot to remove it later in the development of the game

It's used in North Eastern Los Santos, its the same beginning slope which leads to the hill where the Vagos resides
