Runes lacking a lot on other departure like you don't even need Attack speed. Focus on cd and magic defense don't build regen its soo useless. I dunno if that's the only arcana available you have or you don't wanna build another one worthy of using.

Some of the mages lack health and can be killed quickly if not careful . So this leading to he/she using health stuff .

Hp won't help it, since arcanas are for early game to help you snowball matches, armor/magic def is the top prio and cd reduc.
