The urgot's abilities have CD that doesn't match your level 1 E CD, you sohuld be E'ing him off cooldown in early levels. Max Q, it's far more valuable than a tiny % missing health and some CD on your E. It's low enough for earlygame anyway, Q offers more poke and more push before level 11.
You can afford to straight up fight him level 1-2 if you have Tempo and level 1 E, you will outdamage him if you move correctly and stay between his shotgun passives. After 6 if you are even and decently farmed you win any 1v1 vs an Urgot. You do this by kiting and avoiding his fling / engaging when fling is on cooldown. If you max Q, you can afford Swifties. At levels 6-11, after your opponent buys steelcaps, regular autos are not your best source of laning damage, rather Q and E, and MS and slow resist are king in this matchup. Regarding items just buy nash if he gets boots, kraken if he gets mres and if he gets Heartsteel simply get bork. he can never deal the damage required to trigger his ult because if he engages on you, you ult away his DPS.
If he permapushes, you permafarm and poke him, he can't dive you because he can't out-dps dying to turret aggro. Remember not to be aggressive if his E is off cooldown, he will nail you and put you in shotgun range.
If you play by these rules and get to level 11, you straight up stat-check him to death with the waves spike, they are worth a full item of damage. Or, if he builds to counter your specific damage by stacking health items and frozen heart, he will have 0 damage, useless against other team members, and you can switch lanes to counter that.
Remember junglers love ganking an aggressive Kayle early, don't waste wards, ward deep and don't be aggro if the enemy laner overstays, all you need to do is outfarm, you will make them useless post-6.

Im subing because you seem like a very nice guy.
But please, consider Mercs on Kayle. IAS is ok, but after a couple of spikes you will melt most of them anyways. MR and Cc resist is much more valuable.
