Water 7 up to this point was my favorite arc too.
Besides the Straw Hat crew drama which is the best part of this arc, it suddenly expands on the World Government, which up to now was just some after-thought in conversations.
The snake all over again. Also yeah, this was a big shock when it first came out. Turning the page to see this, instant drop of the jaw confirmed.

I still think Water 7 has one of the best plots. All the storylines weave together so neatly.
I don't know if this is true or not but I once read that Oda designed all the new characters in Water 7, their appearances and personalities before deciding who would be the traitors.

Many people ask why Paulie gave it away that they were fakes but by doing so he gave Iceberg a bit more time before being killed because he would still be useful to them. Well that and it being a general "Fuck you!" Of course
Coming back to the reveal with hindsight is really funny, because Blueno always seemed awkward to me. Then learning they were sleeper agents for the government from CP9, it makes sense that Blueno would run a bar because of all the information that would come through there. Everyone else kept themselves near the mayor while Blueno stuck around the common folk and underground criminals like Franky at the time.
Maybe it's because I'm a bit dumb but this twist actually shook me like I didn't see it coming at all 😭
