Two things:
1) Yeah, they eat the turtles.
2) Those birds they set free (religious thing, they call it "making merit." It's a Buddhist karma thing.), if you go back to the outdoor shrines they set the birds free at during the day, in the evening you'll see these same vendors with cages on long bamboo poles up in the nearby trees luring the birds back in. The birds get fed and watered. They're happy to hop back in the cage. Same birds get "freed" over and over again.
