You forgot the fact that the Automatic Weapons the Terminator used were Illegally converted and Unregistered. Each count is punishable by up to 10 years in prison and a $250,000 Fine.

The hoodlums at the beginning are an interesting case because they literally stab him with a flick-knife, any normal man would have been in mortal danger and could have legitimately used lethal force in self-defense, but I suppose that as the Terminator KNOWS that they can't possibly hurt him then him killing them is disproportionate and therefore murder.
Of course the Terminator is a machine obeying his programming and has no free will where he can choose *not* to try to kill Sarah Connor, so he isn't legally or morally responsible for anything he does in the movie.

Realistically, this brings up an interesting question: at what point does a machine such as Skynet become sapient enough to the point where it can be held criminally responsible. Skynet in this case had enough sapience to go against humanity and strategize against possible resistance leaders, but on a smaller scale could a self aware computer be charged for misusing it programming to commit white collar crimes such as financial fraud and identity theft?
Cyborg with flesh could be charged, however once the flash is gone, the machine would be destroyed. That is how the law works.

17 were killed from the 30. Just under half survive their gunshot wounds, the Terminator was being efficient as possible, shooting to get them out of the way to find Sarah as a priority, it didn't intentionally waste more time to kill each individual cop properly. Some cops would've been wearing body armour, some didn't, it all depends on the individual cops & how their bodies react to trauma as well such as people can die from a knife cut but survive a headshot wound.

I think Terminator was James Cameron's creation. I saw Terminator film series from 2012 to 2023. In 2012, I saw The Terminator and Terminator 2: Judgment Day, In 2013, I saw Terminator 3: Rise of the Machines, In 2016, I saw Terminator Salvation, In 2022, I saw Terminator: Genysis and In 2023, I saw Terminator: Dark Fate, the last film of Terminator film series.

But the real question is, do the same laws apply to a terminator? Its not really human and even then its a machine it doesn't have free will which has been established in Terminator 2 that the T-800s have a chip that stops them from learning and evolving meaning its closer to a gun than an actual AI.

I would argue that a Terminator cannot be held legally responsible for its actions, as it is only acting on its programming and commands it was fed. It’s a machine, not a person. It’s not acting on its own free will. However, since it is a machine, it has no rights, so it can just be destroyed and scrapped.

Not really. Carjacking is about taking a car from someone forcefully - ejecting an owner from the driver's seat or coercing them to leave under duress. Grand theft auto is just stealing a car without owners consent and in their absence - breaking the door lock and driving the car away from the parking for instance.

They are concious, the neuro-net processing develops similar to our brains that gives rise to sentience, 800s are the first machines to have self-awareness given it's revolutionary processor, the read & write mode means they can remember from past experiences, while read only makes them forget, only having short-term memory with pre-set parameters as the only long-term memory.
