Can't we start from local level business registering from ward only at first and then keep upgrading registering to private company with same logo same name same objective same business!
You can definitely upgrade but while upgrading you mayn't get the same name if it's already taken. If you vision is to scale up the business in future, I personally suggest to start with a company.

If you want to register in banijya, where do you go first? Banijya or ward? IRD at last right? What’s the order?
Ward banijya and ird is the right order
however banijya gayera ward and ird garda ni hun६ . However the first one is the right approach.
