It's a new Road, Every tar road at the beginning they seem like Wet.
There are sectional expansion joints that compensate for steel and concrete expansion in summer it is built like that it won't collapse with the load of water but without this technology it can crack and break open. Regular maintenance is a good sign

Yes, they should care about aesthetics too. It does cost that much to make walls look cool and when driving by those roads it will bring a moment of joy to your face 😊 Which substantially reduces stress levels.

Mumbai used to be a series of islands not so long back, called Parel, Mazagaon, Mahim, Colaba, Worli, etc before they decided to connect all those islands. This was not done by building bridges between the islands but by reclaiming land from the sea and creating one huge island/archipelago called Mumbai now.
So yes, the city itself was formed by "destroying nature".
