The theory certainly makes a lot of sense, since Shockwave did survive in isolation on Cybertron for a very long time. But I would also argue that there is a logic behind his actions. The Decepticons provided Shockwave with incredible resources and opportunities to experiment pretty much anything he wanted. And in just literally witnessing Megatron's death, it would be advantageous to bring StarScream to a much more secure location, who was at that point the Decepticons second in command. This would provide the opportunity for StarScream to reinvigorate the Decepticon cause and allow Shockwave access to further his experiments. Plus StarScream can still reinvigorate the Decitpicons since StarScream was really the only Deception to hear Megatron dissolve the cause, the rest still think Megatron is dead anyway.

A thing that I always found interesing about Shockwave's design is his line optic, something akin to a cyclops. representation on his focus on logic yet a way to show how tunnel-vision can be about his own experiments, look at the Predacons, bringing back a dead race is questionable!
