What you’re seeing here is an earlier draft of the Mario Kart scene from the Super Mario Bros. Movie dating back from 2018. The style may look reminiscent too Alex Hirsh’s art style but it appears to be from someone else called Kyle Spears. This earlier draft the Kart War shows a Piranha Plant, Thwomp and etc driving the Karts, we can also see Birdo in the storyboard too.

Oh I'd love to see it fully animated in the Gravity falls/Amphibia artstyle
Although the storyboarding may not be done by Alex Hirsch, he was involved in the film's production, appearing in the "special thanks" credits.
In the same way, Alex Hirsch has expressed his desire to "make an animated Super Mario Bros. movie", so it sure made him very happy to be part of the crew of the movie.

This reminds me to Gravity Falls, and Amphibia. This animatic and the designs will be the same as the animation style, with The Looney Tunes Show style to my Sony-Nickelodeon AU version of The Super Mario Bros. Movie in 2016, because it's 2D animated.
