Expanding The QUAY! Vanilla Cities Skylines - Foggy Hills - Vermont Ep16

Today I continue to work on the Capital city, Vermont, in Foggy Hills Cities Skylines.
I construct my first dam in Cities Skyline and realize how difficult it is to make it function! I work more on the quays and convert Florence Heights to a specialized commercialism, Leisure!
