In some countries, youtube membership can be taken through VPN only.
Steps are as follows:
1. Close youtube
2. Download any VPN (like secure VPN)
3. Run VPN and change your country to any country like US, France etc

5. Put any random address of the country you selected in VPN along with a random Zip code
6. Now put your payment details and then you will be able to take the membership.
7. In case you are not able to make payment or your bank details doesn't work, ask your bank to activate international transactions and then it will work.
