well its bescue there so many complicated steps to how they reproduce and they can only do it with very specific stuff that only is available on cybertron or a city colony titan transformer! that is what kinda limits how many can be made at a time heck even most transformers don't even know how they even reproduce at all too by the way in canon by the way! plus that topic alone would take up a whole youtube video by iteslf bescue the trasformer lifecycle be far more comlex then they needed it to be!

Different continuities comes with different concept, like in the movie we see hatcheries while the align it’s the well of the Allspark

So, I know what a war does to people, but there's a way to recover from addiction but also, the Auto-Cons and DeceptiBots won their war and don't have problems, since the failures were weak as hell. But, after the war for freedom on Cybertron is over and the autobots won, might as well, get Ratchet into addition recovery.

6:09 I believe it's because a voice box is a working function that a sparkling is already equipped with, it's in their own coding and each frame type has their own differences. Therefore, Bumblebee would have needed a spare voice box in order to actually be fixed, and he may have to be in surgery, because the materials needed to create a voice box will not necessarily be easy to find or use. It's just as Arcee said, "You're a human, Jack. Can you build me a small intestine?" when asked if she knew how to build a motorcycle. It's like building something from scratch that is naturally not meant to be created manually. In some continuities, his voice box was entirely ruptured and in others, the voice box was completely ripped from his neck.
