Proof of intent is what you need to resort to when you need to decide the difference between murder and manslaughter, accidental destruction of property or vandalism or to gain a case against someone who was caught before they were able to commit their supposedly intended crime. I don't understand why an investigation on a chargeable offense that there's no doubt that the individual did can end in jail time or absolutely 0 consequences based solely on intent.
