About the advice of conceptualizing, you have no idea how hard it's been to get beyond that stage ! And given that in my home country I was way more shy to ask people to be in my short films (because filmmaking is a very rare thing over there), I didn't do any short film with other people. But hey ! I'm starting university, studying arts and doc filmmaking, and I'm starting from the ground up to really learn on baby steps (and I'll shoot my first short doc next weekend !)

I do understand how hard it is to get past the first stage of conceptualizing haha, been there many times before and still do to this day.
My hometown also had zero filmmaking scene, so it was really hard to get people to help out. But, of course, if you keep looking, you'll find a handful of people to do it.
Like I said, it's very easy to get caught up in just writing, because writing only requires CREATIVE skill, no TECHNICAL skill, because everybody knows how to type.
The best thing you can do to get past the hurdle is to SCALE DOWN. The majority of beginner filmmakers always want to write the most extravagant films, which evidently leads to nothing, and they get a "script" that just sits in a documents folder just to be forgotten.
Write a script that is extremely easy to pull off. So you can actually get something out there. You know what a script with no production is? A book.
People don't want to read your movie, they want to watch it.
