A somewhat similar build got top 4 at a small/mid sized tournament in OCG a couple months ago. That deck ran a small Rokket package and less Galaxy/Photons, but the concept of abusing Chaos Ruler to run Light and Dark goodstuff and close out games with Galaxy-Eyes is the same. Personally, I was looking at using the PUNKs as an engine for Chaos Ruler. This also lets you use Deer Note's reborn effect to put Foxy Tune on field for a rank 8 immediately after getting Chaos Ruler's effect. The problem I had with that was that I didn't have enough Dark attributes to make the best use of Chaos Ruler, but it still worked pretty well. Perhaps you could find room to squeeze Assault Synchron and/or some Bystials in, but I suspect it would end up becoming a bit of a messy pile.
I'm glad they added the new support for Galaxy Eyes because it was one of my favorite archtypes in the anime and it was fun to play for a bit in MD but it definitely needed a boost to somewhat compete with some of the Meta.
