Celestial Staff/Rifle Heal Chrono Kite at HTcm - proof of concept

I've been wondering if I could drop Febe relic in our standard static comp since we have 2 quick heralds, who do a load of swiftness. I realised I needed to do a fair chunk still, so decided to swap my dagger/shield combo to staff. Staff has a lot of great stuff - Swiftness on 5 (so does shield, yes), 2 phantasms on 3, a "blink" on 2, might and fury on 1 and Chaos Aura on 4! I am sad that Chaos Storm doesn't give conditions to The Dragonvoid, but the staff movement makes up for that. It doesn't push as nicely as dagger, but not much would on chrono.
My main issue, now that I've proven this can be done, is that I don't know which relic to take now. I have Warrior relic on here, but I don't feel I make great use of it. I tried Citadel, but our CC was too fast for it to do anything. I don't need more healing even though I'm only running with mid 800s healing power. I could take a condi generating relic like Demon Queen or Akeem. The "on elite" relics are pretty rubbish for this build as we're only really using Moa to CC the orbs. I guess there's Speed relic so I could zoom everywhere, but with Blink and Portal that isn't really needed. I did also consider Unseen Invasion for the superspeed on stealth thing. The only other relic that might be handy would be Twin Generals. I might try them all out in relic roulette and see which I like best.
Also, yes, this was literally a proof of concept. I was tired today so the actual gameplay is not as good as I would have liked. But now I know it works, I can tweak it and also play better next time.
Oh notes for the notes: The R2-5 and S2-5 are the skills on rifle and staff respectively. Other things are probably shortened to fit them in the boxes.

Build: Celestial gear, Water runes, Concentration/Paralysation sigils, Warrior relic. Standard heal food and traits (Chaos 2-2-3, Inspiration 2-2-2, Chrono 1-3-1). Portal, Mantra of Concentration, Blink, Signet of Humility. Obviously Rifle/Staff.
Does anyone have suggestions of a relic choice?

A celestial Mesmer???? Drooool!! As someone who's not played gw2 in a long while, it'd be nice to have a 1-2min breakdown of the essentials for the build to work. And also on the important "to this" notes during the fight I'd love to have you pause and explain vocally. Post gameplay commentary?
As someone who's not done this fight in a long time, since this is a fight specific build (?) I'd love to have you give a list of the things that are your job during this fight, as this build!
