Chip couldnt say the same things as harry as chip has more of an inherent aggression behind his words. Harry might be a menace sometimes but he is not a bad person, anyone watching their content can see that he doesn't really mean to offend anyone. Also people call him autistic and inbred (cuz he's from Guernsey) all the time and he doesn't take offence to it, doesnt really care so I can see what cal means by him not holding others to a standard. Its all just jokes, so people never take him seriously, for fans its just "harry being harry". Besides nothing he ever said was so bad that it was deserving the 'cancellation'. Yeah, he says outrageous stuff sometimes but there is no malice behind it.

Besides its all just jokes, he balances the line between smth you may see as offensive but personally I dont think he ever crossed it and if he ever will (which i dont think will happen cause he realizes quickly if he's takeing things too far and he also seems more tame nowadays) i dont think people will care.
He just has a very good natural delivery and it is very easy for most people to understand that he was making a joke, that’s it. Most of the time the problem is not the joke but the delivery and the intent
