Its not encroachment as much as resettlement of previous Israeli communities be they in Hebron, Bet Haarava, Gush Etzion, the old city of Jerusalem, or any government owned land. The best way to protect the civilians of Gaza is to tell Hamas to release the hostages and earn goodwill.

Even before the creation of Hamas, things were rough. Israel kept on oppressing the Palestinians. So even if Hamas in non-existent, Israel won't stop. Anyways, Hamas kidnapped the hostages in order to free the Palestinian hostages unfairly arrested with no charges. We just have to hope Israel doesn't break the truce any more till all the hostages are free.
I'm sure you know this. Hamas wanted to exchange all the hostages immediately, but Natenyahu said that he will not deal with terrorists. How can you expect to get your people back if you don't make a deal with Hamas. The IDF even bombed Gaza resulting in the death of the hostages. Do they even care.
I saw his speech. He said that he agreed to the ceasefire only because of international pressure. He mentioned the US too. Seriously, no mention of the hostages at all. Isn't that supposed to be a top priority? He wanted to continue the death and destruction.
I don't know if you know this. Israel blocked 70 trucks with humanitarian aid from entering Northern Gaza. When Hamas refused to release the hostages till the trucks were allowed through, Israel threatened to start bombing again. Don't they care about the remaining hostages? Thankfully Qatar(I believe) solved the issue.
Hamas was created as a way to fight back against Israel's oppression. When there's no occupation, the fighters will be free to follow their dreams of becoming doctors, engineers and all that.
