Absolutely right, there is no competition without these two outlets.
both of them taste pathetic, especially sharmaji wale, nand di hatti is also not that great

My favourite chhole bhature are from" Aaoji" sweet shop in shadipur. Super fluffy stuffed with paneer. Have tried most outlets that you have shown but waisa taste kahin nhi hai.

1) Standard - Old Rajinder Nagar;
2) Nand di Hatti - Sadar Bazar;
3) Nagpal's - Lajpat Nagar.
Honourable mentions:
1) Roshan di Hatti - Karol Bagh;
2) Om Bhature - Karol Bagh (3 outlets of 3 brothers - try the swankiest one);
3) Bille di Hatti - Kamla Nagar (has the best Lassi in Delhi, too);
4) Shivam - Mukherjee Nagar;
5) Ganesh Kachori - Laxmi Nagar;
6) Gupta - Laxmi Nagar;
7) Kwality - Connaught Place.
PS:
Sharma "Afeem waale" @Shahadara's Chhole is too oily and spicy. It can be tasted for its uniqueness, though.
Chaache di Hatti @Kamla Nagar is, still, good.
Sitaram Diwanchand @Paharganj is the most underwhelming - especially, their Bhature (if they can be called so!).

You have missed Om corner in karol bagh, it's a 50-60 years old shop and is very well known and my family has been having their chole bhature for 3 generations now
