When the head leader refuses his responsibility and hesitates to take action, *it indicates that he is signing on leading everything including the misogynisim*. 6. Being in a position of fame , authority and power, he used his status to be hands in glove with the Executive Committee members who have engaged in misbehavior repeatedly . *Through silence he JUSTIFIED THE BEHAVIOR* The Hema committee formed by the government included members of a retired judge and civil servants who were responsible for the presentation of the report *hence the grievances articulated in *he report was presented by the govt* . dumbing down the validity and reliability of the report is dumbing down the facts presented by the government* .
