You are correct! It was scandalous for women to show their ankles! The reason behind that is because women of wealth did not have to worry about the bottom of their dresses getting dirty. They could just grab a new dress the next day and wear that one, but poor women needed to reuse dresses because they could not afford a large wardrobe. This means that they would have to lift their skirts up so it wouldn’t get dirty, exposing their ankles. Men who saw ankles knew those women were of the common class and shunned!
