Yes it's still on that 4-speed wall control. If it provided lower voltage, it wouldn't be spinning as fast. It'd spin slower if I had the on/off switch wired up.

The wall control doesn't produce voltage, it just either allow all current to pass (high), causes some resistance (speeds other than high), or allows no current to pass (off). The wall controls makes resistance on speeds 4, 3, and 2. Wall control on speed 1, which is same as on/off switch "on", causes no resistance. The voltage is actually produced by power line, and house volts is about 120 volts, and wall switch controls the current. On/off switch is just 120 volts or 0 volts. 3/4 speed wall control usually uses capacitor for resistance.

Actually speed 1 is fine. It’s a shaded pole motor and the 8uf capacitor in the control is somehow making it spin faster.
