as far as I understood from the video, it seems like there have to be some clouds over the area to seed them, if there's no or a few clouds, I don't see how they can conjure up clouds AND seed them at the same time.

In case it hasn't been mentioned elsewhere in these comments, it was the brother of famous author Kurt Vonnegut - Bernard Vonnegut, who invented the "cloud seeding" process. He used silver iodide.
The author parodied this scientific phenomenon in his novel "Cat's Cradle" as the fictional substance "Ice 9" which would freeze water solid when coming into contact. In the novel a small amount is released into the world's water supply which causes all the oceans to freeze which in turn causes the extinction of humans.
So chem- trails wasn't just a fringe conspiracy theory

Cloud Seeding, Hail Suppression using Agl by air was started in Calgary Alberta Canada in 1961. I flew the Harvard AT6’s used for the cloud seeding from 1961 to 1968.

I think you can make the clouds approaching to stadium rain and finish before they get chance to start raining at stadium.

It forced the clouds to rain ahead of time, and have no more rain to rain. No rain left = no raining on the Olympics.

if cloud seeding is so effective then why don't they use cloud seeding before an impending cyclone or predicted thunderstorm in places that are lower to sea level??? places like Amsterdam, Netherlands or Venice, Italy or Mumbai, India!!! these places are subjected to extreme torrential rain & low pressure storms at a devastating scale every year!!!
Cyclone is formed by pressure and temperature swings and are natural. Seeding it can result in unnatural weather.
Which can cause more problems.

Cloud seeding has been an industry for more than 60 years, and the information about it has been open public knowledge for as long as it has existed.

Most conspiracy types actually believe that human beings can "control" weather. That is incredibly arrogant. Man has absolutely NO control over weather. So the fair question is, isn't cloud seeding manipulating weather? The short simple answer is: No.
Localized cloud seeding operations can be defined most accurately as generally rare, local attempts to mildly influence the onset of precipitation. Nature is the only force capable of forming the rain clouds in the first place. Cloud seeding is an attempt (emphasis on ATTEMPT) to influence the onset of precipitation to cause it to rain sooner than nature would have done on her own, or to influence the AMOUNT of precipitation in a given location, or to mitigate hail. The analogy is that this amount of "influence" is akin to how much a fly slows down a fully loaded tractor trailer rig travelling at 70 mph. Does the fly slow down the tractor trailer? Absolutely, per Newton's laws of action/reaction. Is it measurable? Not by any device that I am aware of.
Cloud seeding is the same way. It APPEARS to work, but there is no control sample to measure weather cloud seeding actually works. The rain may have happened exactly as it did, cloud seeding being done or not. It should also be noted that cloud seeding is done sporadically, seasonally, and would be described as a rare occurrence relative to the amount of annual rainfall around the world.
Conspiracy theorists believe weather can be controlled. It cannot. Manipulation is even far too strong of a word.

Rain can neither be made nor stopped. Nature controls the creation of rain clouds. Man attempts to intercede with the timing onset of precipitation in the event of an area where they would like it to rain (or rain more, or to mitigate hail) or in the case of the Olympics in China, they claimed that they caused the rain to fall early, and away from the games ceremonies.
I am unaware of any country that prohibits cloud seeding operations.

Cloud seeding maked iT rain allready 45 years, we used those silverjodide at farming in Israël. Israël is gaining 700 Mm rain instead of the normal 200 Mm rain A year, by cloud seeding. I was living inbetween 1979/1983 at Nes Ammim, the only christian kibbuts at Israël, as farmer. The local authoritys Moadsa, where operating small airplanes at A daily base. As soon as clouds entered above Israël, those airplanes flew over those clouds, and dropped silverjodide at 800 m high. I do remember A cloud, who gave us 63 Mm into 30 minutes, resulting in A overflow at the ventilation of the roof of our village centre. Netto, Jordan is receiving much less rainwater, because most clouds drops THE rain at Israël.

At Israël, however, do we know whats best for all. So, due to THE lack of rainfall, normal without silverjodide we receive 200 Mm rainfall a year. Cloud seeding has NEVER been a conspiracy theory. It has been done openly and legally around the world for more than 6 decades. It is often used as a source of false equivalence for a conspiracy theory, the one called 'chemtrails', but that CT and cloud seeding have absolutely nothing to do with each other.
Very simple fix.
Use the same international regulations as rivers.
Water through the valley, or passing overhead.
