Salesforce Administrator exam is indeed a basis for any Admin. But one thing to mention - it's not an easy exam. Even for me as a developer, it's still quite a hard one, because of how broad it is.
So if you are trying to pass it, don't worry - you are actually writing a quite hard exam without having any experience!
