There was renewal of taxi system in 2018 by Anne Berner, who was at the time (cabinet) minister of transportation and communication. She ran through a taxi system overhaul then back in the 2018, wrecking a completely working taxi system so that the cost of taxi systems could be brought down by hiring foreign background taxi drivers, usually coming from africa. Anne came of famous family business in Finland manufacturing soap and she probably needed much of that to wash her hands out of the very bad decisions she made basically to get political points for supporting "diversity and inclusivity" (at least looking in hindsight). So this video is mainly making fun of the terrible taxi system overhaul. The other part is about system called "Kela taxi" which is taxi service for the elderly and disabled. It is half price of the normal taxi fare, but the taxi must have a special licence/permission (I think, not entirely sure about this) and the one ordering the taxi (i.e.the client) must order it by a specific bureaucratic route, if they want to get the discount, otherwise they have to pay full price and from their own pockets. This is the other side of the joke here.

Aamulla kun meni hakemaan pannuja niin vain yksi oli jäljellä, kaikki muut olivat aallot vieneet. Noh, tää kaveri komennettiin hakemaan lisää pannuja Sevillasta, mutta lähtikin bussilla haneen eikä tiedä, mitä ko.ravintolalle kävi sen jälkeen.
