I love catching speckled trout in the sound water of the OBX. We go there every September. We usually keep a couple cuz we pay to go on a charter...they are very good eating.
Not sure about boat traffic shutting down a bite always . I have been on watercskis and seen some really big bass chasing shad after the boat stirred them up out of the grass ,right in front of the ski.

Im guessing the charter was using cork and shimp or minnows and the trout were on a reaction bite.

Bro I fished that same spot the other day not a single trout. Caught a couple reds tho.
