Tracey Ullman is a great actress, not just a comedian. She plays a real character here, and what a character. Clever casting. The text is brilliant

If you repeal a law AFTER it is has been broken you are still held responsible for the prior act. The idea that he didn’t realize this and rearranges his entire life to repeal the statute is so preposterous that it is brilliant
Nobody file a case before. If it is no crime anymore then how can anyone file a case.
No that's not true at all. You can't be held responsible for something that has been decriminalised
Iam no expert in Californian law, but in general my answer would be not exactly. In criminal law you would never be held responsible for a law that is repealed (even if you are convicted of the crime you can petition to be set free if the law changes). As to damages and civil responsibility in general you would only be held liable if the suit happens before the law is repealed, you can't file a suit based on old legislation, if if the fact happened when the old legislation was in force.
Until the case has been fully adjudicated the existing law applies so if the law is repealed before he's convicted the charges would be immediately dropped. As for civil court if he was not in violation of any city code he would not be liable.
