Bane was mentioned by rioters discussing who would win in a fight between him and Mr. Freeze. You can also find his storage tank in Port Adams in Arkham Knight and scan it for a Riddle.
One of Riddler’s riddles in Arkham Knight explain that Bane returned to Santa Prisca to do some Anti-Hero shit or something. He’s sort of doing his own thing now, which explains why he isn’t locked up. What I’m really curious about though is what’s going to happen to Zsasz and Calender Man, since they’re loose in Gotham.
It’s weird how you can destroy 5 containers but the last one in the industrial district will only spawn after you meet bane. A detail I noticed is that bane gives you the locations of the toughest containers to get, like in penguins/jokers turf and the wonder tower. He knows Batman is better equipped and has the will to get them.

I really wish they committed to making Bane somewhat of a good guy. Having him willingly lock himself up after all the Titan containers are broken would have made more sense than Batman trapping him inside bars that he could easily rip apart.

To be fair, the Nolan Batman movies were meant to feel realistically possible so they removed Bane's venom formula and had his mind be the most terrifying part of him. That was neat

There's a map of the city on the wall behind him. It can be seen when he's left the building, which requires you to play as Catwoman. As Batman, Bane will never leave that spot no matter how many containers are left before you finish the side mission.
