That is very normal, you can try to just add some people you find interesting. Or how i used to do it, i went on guides for vrchat from experienced players and then just joined them, asked some questions and if you meet the right person they will drag you along. The most reliable way is probably through Discord Community Servers though, there you will always find people. Just be careful and set yourself boundaries. Have fun!
Hopefully one day you will learn to just approach people, then you will realise that there is nothing to worry about. People will appreciate it and not go like ewww who is that. Just don't flank into active conversations and approach people who are also a bit distanced or quiet. Give them a headpat, or even a hug. And most of them will give you something back. And thats how you meet people and make friends
Just in-case it bears repeating, like I did at the end of the video, this is a joke. VRChat isnt like this unless its an absolute worst case.
The funny thing about publics is that yes, there's those nasty people but also, strangely enough, there's the extreme opposite often times.
