    Amazing lecture confirms the reading of history of Muslim states before the 20th century where the executive power didn't have to counsel the scholars on every decision and dictated it's administrative law separately and that's what the sheikh-ul-islam of the ottoman state Ebussuud Efendi tried to explain where the sultanic law and religious law coexisted simultaneously

    Perhaps the "ubiquitous adjudicative divine gaze" could mean the "maqasid al shariah" (the overall purposes of the shariah) and/or the "qawa'id al fiqiyyah" (the maxims of fiqh) as these are general precepts that would cover all spheres of life,
    e.g., the protection of life, mind, religion, family, etc, (from the maqasid)
    or that "harm should be removed", etc (from the maxims)
