Perhaps the "ubiquitous adjudicative divine gaze" could mean the "maqasid al shariah" (the overall purposes of the shariah) and/or the "qawa'id al fiqiyyah" (the maxims of fiqh) as these are general precepts that would cover all spheres of life, e.g., the protection of life, mind, religion, family, etc, (from the maqasid) or that "harm should be removed", etc (from the maxims)
