We are living in a messed up world. Today, the schools have become State run prisons. The Principal and nurse now take the children into the nurses office and give them a questionnaire that asks them a variety of questions regarding how they feel about their 'gender'. Among those questions is one that asks if they want to have gender transition and another that asks if their parents know and do they want to tell their parents. The schools (here in America) then proceed to give hormones, puberty blockers and even proceed to sex changing surgeries without the parent's knowledge.
So, having a teacher cut the child's hair is mild by comparison. If the parents continue to allow the government to own their children, it will only get worse.

No one should cut a child's hair without the parents permission but the child thinking her hair is going to fall out is learned fear from the parents letting the child know how they are handling an adult situation. The child is traumatized because of how things are handled not because of what happened. A persons worth is not in their hair. The teacher was wrong no doubt but this could have been handled in a more mature manner.
