Actually Joltik wouldn't make your electricity bill go any higher because it feeds off STATIC electricity. You could literally keep it in your hair all day and it would be the happiest little bug.
While it is true that it feeds off of static electricity specifically, the pokedex entry in Pokemon black states that Joltiks in urban environments have adapted to sticking themselves on electrical outlets and sucking the electricity from them. And I don't think just having it in your hair would generate nearly enough static electricity for it to consume, as nice as I bet it would feel. It's sad because I love Joltiks too! they're my favorite Pokemon ever!

+MicManGuy If you provide a hat or earmuffs for kitties, Espurr is a nice pet to have. Same with Meowstic except they have better control of their psychic powers, so no hats necessary. They probably won't show affection though even if they really like you.

In Pokemon amie, you can become friends with any Pokemon just by shoving cupcakes in their faces and petting them. I think any Pokemon can be kept as a pet if you knew how to raise them right...
I think Persian would be a good pet after raising it from a Meowth, because if Meowth loves you, and as long as it doesn't go through the Charizard phase (where it attacks you like with Ash's zard early on), Persian will be as cuddly as Giovanni's is with him. Same with Houndoom.

If not, I don't think the Pokemon League would allow the use of Houndoom, since none of the trainers would want their Pokemon to feel the burns for the rest of their lives. I wouldn't say that Pikachu is one of the worst pets to have. It can be helpful at times like when the power is out, it can use its electrified cheeks as little "headlights"

really loved the video but one of my favorites is muk. out of curiosity I looked up what sludge meant. turns out it actually means "thick, soft, wet mud or a similar viscous mixture of liquid and solid components, especially the product of an industrial or refining process" so I guess it could be fecal matter but its seems like it was meant to be made of used oil and grease from cars or factories. :) Merry Christmas

It is considered a pseudolegendary.
+Stephen Chester rotom is given the legendary treatment due to only one rotom in the gen IV games. Later gens give you ways of getting more rotom, such as trade w/ an npc or random trash encounter.
Also rotom is not, by definition, a pseudo-legendary. For it to be considered a true pseudo-legendary, it has to come from a three-stage evolution line and the final form in said line has to have a base stat of exactly 600
