Hello, i have been searching for bolt cutters on the locations, but they don't spawn in for some reason. Do you know why?
There are 4 pairs of bolt cutters but around 10 possible spawns. If you check one and it’s not there, check the other spawns.

@@zgan1894 the game can be buggy sometimes. Take a picture of the areas I show and sometimes it will say it’s there without you even seeing it.

Yo do i have to do the scope out missions to actually do the heist
No you need to have atleast one entrance but I would suggest the drainage pipe it’s best way in

You need a entry point exit point and escape
You can always go back to the island and scope out more from your submarine. You can also always reply the heist from the beginning and start fresh. But some of the key POI's stay forever once you scope them out like the entry and exit points.
Is this necessary?
Some of it is totally optional, but if you want to make the most money, and make it easy, then yes.
