the reason one of the siths just sits there and watch is because in part 1 when they first broke into the fort, the white robed one went on his own and left the other sith to fight 2 jedi and several clones so he's getting revenge by just watching his partner fight 1 jedi on his own as he sits and waits

Also did you know actual bullets are every effective to Jedis because instead of it deflecting the bullet melts and molten metal sprays into the face of the jedi

But can't they just be deflected with the force straight back at the gunman.
